Internal recipients will get the email if an external user sends the message but other external recipients in the distribution list will not get the email. If someone internal sends to the distribution list everyone internal and external gets the message. When sending to the distribution list from external the mail server tries to relay the message as the external user to everyone including external users and since the external sender probably isn’t set up to allow their mail to relay from just any server the message is rejected and never arrives.
